The authority to inspect barbershops is granted to the Division of Environmental Health in Chapter 225 of the City of Cleveland’s Codified Ordinances. The purpose of this particular ordinance is to safeguard the health and well being of persons who patronize barbershops. Inspectors from the Division of Environmental Health conduct annual inspections to ensure cleanliness, proper use of equipment, general maintenance and the appropriate methods of equipment sterilization. No person shall maintain or operate a barbershop without having a valid license issued by the Department of Public Health.
